In brief, the so-called "neo-cons" are at an extreme point of a very narrow political spectrum, so extreme that they have come under unprecedented elite protest, not out of objection to their goals, but rather because of the style and implementation: brazen arrogance, hatred of democracy so visceral they cannot even control it, utter contempt even for allies, and lunatic belief that by mere resort to violence they can get their way on anything. Elite critics recognize that these extreme attitudes and actions are causing damage to the interests of domestic privilege and power, and prefer a return to the norm: basically the same policies, but more polite and subdued.
PNAC documents are of some interest, but they tell us very little that isn't known from other sources, and the doctrines go back to the early days of World War II.
I think it is quite important to deny them another mandate. They can do very serious harm, including -- maybe in particular -- on the domestic scene. They hardly conceal their intent to dismantle every progressive achievement of the past century. There's no reason to believe that the Kerry center-right would be more inclined to resort to violence abroad; probably less. And they also have to respond to their own popular constituencies, in their case not the ultra-rich, corporate sector, evangelicals, etc., but also working people, women, and other popular sectors. The differences are not huge, but they translate into very substantial effects.
One can't predict human affairs, but these seem to me realistic estimates.
