Time element is an important part of irregularities coming to fruition... At the time of Clinton ENRON was thought to be one of the best companies in the Country. I know because my broker wanted me to buy some at $70.00 a share... So I don't think it was humanly possible to unearth the corruption until AFTER the Clinton presidency.
