You are misinformed. Both Begin and Sadat tried hard to get Arafat involved, it was to both their benefits.

And why is it that you needed to negotiate with them before you could resettle them somewhere suitable?

The Israelis wanted peace. They wanted to trade the land for peace. They did not want to invite an invading army to set up shop 2 miles from Jerusalem. Hello? What part of this isn't obvious?
