Because the accusation is directed at a group(Middle Easterners) as a whole. Which fulfills the definition. Racism is used in it's wider sense in this case. Try to replace Middle Easterners with Americans and liars with war mongers and you will see the problem.
I worked in the ME for 18 months for USIS. Never had the problem you describe.
