The repartee over this issue has been framed in an unfortunate way. There is, however, an interesting foreign affairs discussion lying at the heart of it. There are different cultural standards involved in lying, and in telling the truth- just as there are different standards about flattery, tone of voice, zones of personal space, behavior during eating, etc.

I have no doubt that our failure to understand the cultural genesis of some of Saddam's language played a role in the West's mistakes about him. I am sure this happens with other leaders, as well. (And I am sure Saddam made mistakes about the West, when he judged us by his own cultural standards)
