Bush never had a good education system in Texas. That was all a big con job in 2000. In actuality, Bush had teachers teaching to the test to artificially up scores and pretend Texan kids had improved under Bush's regime. In fact, Bush was in the bottom 10% of all states in terms of drop-out rates, teen crime and teachers salaries, and they skewed the results even more by taking kids who'd been suspended or kicked out off the rolls completely, so their stats didn't even appear. Bushies like doing that, removing the negatives and pretending they don't exist anymore. Like what about the millions of Americans who've given up looking for work?
