There will be no security from terror so long as we ignore the roots of terror, and so long as we put our faith in military victory we not only ignore the roots of terror but also contribute to spread popular support for terror around the world. Military victory against terror is not possible. Military solutions merely spread terror. We can achieve many tactical victories but still lose the war. That is exactly what we are doing now.
