You're simply wrong. Apparently you did not read the Senate Report, but only a news report on this. The CIA and State Department have considered Iraq to be a state sponsor of terrorism for at least the last four decades, and the Senate report considers this to be reasonably supported by the known facts. The report on Iraqi involvement in terrorism starts on page 304. Look at the conclusions on page 345 - 348.
