I heard both the FBI and CIA had been tracking the comings and goings of the terrorists from the time they entered the USA. It appears that miscommunication or rivalry between the two of them somehow got things botched up a bit. If you believe Michael Moore (see his Fahrenheit 9/11) then the Bushies somehow had a hand in 9/11, however inconceivable as it may seem.
