I agree on pennies, there would have to be a minimum on pennies. I don't think it has to be the current $5 that is common.

I'd prefer to require everything to be OTC BB type of requirements, perhaps with some ease in the paperwork. I'm guessing that this may not be practical so at least I'd require accurate share counts to attack the promoter scam problem.

What would you do about naked shorting? I don't think there should be any naked shorting, even by MM's, except for very strict efforts to "make an orderly market" for limited times.

Hedge fund activity needs to be attacked, disclosed and regulated. The trend seems to be in this direction.
