Sure, but the American people would have given it anyway. In fact, most regard "patriotism" as meaning support for the government and if Americans are anything they are patriotic. I could understand drastic measures being taken against a populace if a country was verging on anarchy or revolution, but in 2000 the Americans were all well-fed and happy like "Carnation cows". Social unrest was the furthest thing in anyone's mind. In fact, Americans were so relaxed and indifferent that voter turnout in the Gore/Bush election was possibly the lowest ever.

Not always so easy to see. That nebulous entity "big business" always benefits and likewise special interest groups and lobbies like JINSA. But they would benefit anyway.
