No, I wouldn't go that far... Keep in mind the Rudolph case (*): that anti-abortion terrorist escaped the FBI for months because he was sheltered by the people!! Did the US government BRIBE the people of North Carolina into helping fugitive Rudolph???
So, my point is that the OKC bombing was merely the tip of the iceberg --the American far-right iceberg... that grew and sprawled unchecked over the past decades like a cancer, contaminating/infiltrating the law enforcement agencies and the politicians (congressmen, governors, mayors,...).
As I said, unlike Europe's, America's far right is a way of life... ingrained in the Bible Belt's mores and culture (just think of the gun control issue). If the Clinton administration had decided to publicly and thoroughly investigate the OKC bombing, who knows how up the echelons of US institutions the inquiry would have wound up?? We all know it started with psychopaths like McVeigh --but we don't know where it ended up into the military, US intelligence, political circles, etc. Needless to say that if one stirred an snooped into such a murky hornets' nest, it might well trigger a civil war...
So I guess that the GOP brass (Bush and co) are well aware of that sorry state of affairs: the extent and the penetration --and the frustration-- of the Christian far right are beyond repair, hence the only way to prevent a major domestic political crisis in the US is not to rock the boat and purge the Bible Belt --it's to decoy its nefarious, self-destructive energies ABROAD. That is, towards an alien bogeyman like Bin Laden and Islamic terrorism.
