Tom Delay seems to me to be a baseline conservative. Why do you consider him an extremist?

Many reasons. But two will suffice for the moment. He's the heart and soul of the Texas Republican Party. I put up some text from their platform several days ago which illustrate just how extreme they are.

Second, after Columbine, DeLay asserted that the reason for increasing school violence was the teaching of evolution, day care, and birth control. Pretty ugly stuff.
