JF, If not on Bush's actions and policies, then on what?

His character. His personality. His personna. Bush is simply not to be trusted, period.

His actions and policies? Only those that have failed must be highlighted, and those that have succeeded should be dismissed as being the result of good fortune or political pandering.

Could it be rational? If not, why here and now for this sudden irrational behavior by ~1/3 of the voters?

Sudden? Like I said before, it started on Inauguration Day, when all those protesters lined the streets holding up signs saying, "Not MY President!" It rose up again in 2002, and now it's rising up again to unprecedented levels simply because of the high stakes involved.

Of course, it's not the validity of the accusations, but the volume at which they are voiced that the Bush-haters care about.
