I don't agree Bill. A CAP over NY and Washington after receiving the PDB, a tight coordination of the FAA controllers with the military, might have prevented it all. Maybe Bush thought, since he'd had dealings with the family, that Osama wouldn't do such a thing to HIM? But we'll never know, now will we..
