No, replace it with more democracy. There's nothing in the Constitution that says that the House has to be 435 members. There's no reason they couldn't expand the membership of the house as the population grows, so people don't lose proportional representation over time. Of course, more house seats would open the door to 3rd parties and other undesirables. The two major parties would rather keep the current system in place, that keeps them firmly in control.

Also, the federal government could respect the will of the people when they vote for such things as medical marijuana. No reason for the federal government to act in an undemocratic manner and thrawt the will of the people to pass their own laws within their state boundries. Of course, as long as those laws don't take away other people's rights, like the old Jim Crow laws. Legalizing medical marijuana doesn't take away anyone's rights. There's no reason for the feds to interfere with local democracy in a case like this.
