Usually they take steps forward I'm not sure we agree. I'm not a total pessimist. I think so many things do improve that the country as a whole can get better even as the legal system gets worse. Also I think the legal system has gotten bad enough that there is now resistance to making it worse, but I don't think "usually they take steps forward" is accurate when you are talking about our system of liability.
