Buffett was right, about letting prop taxes on richest Californians go to paying off the Enron-Bushie driven deficit. Calif prop taxes on the rich are very low. But Arnold nixed taxing the rich a bit more, or he'd have to pay himself. Instead, he just borrowed the money. Republicans these days seem to think borrowing more is the answer to everything. Anything but paying as you go.
