I think you've hit the nail on the head. From what I remember from my negotiating technique courses, one does not provoke the other side to make a statement or declare a stance unless he is certain it is in his benefit. This is why skilled negotiators never let the other side say "no". The issues are held in a state of "let's discuss it" until a "yes" is achieved...kind of dumb really, but whoever said realism and IQ are equally bestowed.
