I dont know that Bush started this but yes us Conservatives did want an UP AND DOWN vote on the gay marraige issue. Dont you think the PUBLIC has a RIGHT to know how THEIR POLITICIANS feel about it? If its SO GREAT why do you fear the public knowing? jdn
