I was envisioning our founding fathers who did their duty for country for a term or two and then returned to their private practices, plantations, whatever because there was no gravy train. By all means eliminate all of that shit. Put them on SSI with the rest of us and a 401K that we will match their contributions while they are there. Fastest way to fix SSI would be to get them on it IMO. I don't even care if we pay them twice the salary they are getting today but eliminate all of the perks that you and I and the rest of the real working world don't have.
