Saddam also said he had no WMDs and was right on that.

Not so fast....Saddam may or may not have had the weapons stockpiles we believed he could have.....given all the time we spent trying to line up our "allies", he certainly had time to dispose of them all......BUT...let's assume he had no stockpiles.....it is clear based on the Kay report that Saddam was not in compliance with UNSCR 1441, that he hid activity and materiel which he was not supposed to have and that he failed to cooperate even in the face of 1441.
