Rice publicly acknowledged that she had not read the NIE and it was reported at the time that Bush did not read it -- you must keep in mind that Bush provides few if any opportunities to the press to ask questions, and when he was asked about how much of the NIE he read it was clear that he primarily read a summary -- I did not realize that there was a one page summary, but it appears that the one page summary was his main focus. This all came up during the time when people began asking how Bush could make statements that the NIE clearly would not support in such an unqualified fashion. There was coverage of this in the news sometime ago with the conclusion that, had Bush read the NIE, he would have been aware of the iffy nature of the "summary", but having read primarily the summary Bush was not aware of this. As for Rice, she admitted to not reading it and made statements to the effect that Bush had not read "all of it" but had read a good summary. Perhaps your attention was someplace else at the time. For myself, I was, and am, awestruck at the thought the National Security Advisor did not read the NIE, and profoundly disappointed that Bush did not do so either -- given the his subsequent "mis-statements" and the consequences.
