I think that you are confusing the one-page memo with a ninety page report that was considerably more comprehensive. The Senators all had access to the report. It is the ninety page report that Kerry did not read. The memo was merely a summary document that was prepared by the CIA for the president. I suspect that Kerry was committed to doing the politically expedient thing and voting for the war regardless of what he did read or did not read.
