The initial claim, reported by the French authorities, seemed consistent with the increasing ghetto-oriented Arab population in France. The initial perception therefore, was intrinsic in etiology, not an incorrect assumption by foreigners. Right or wrong, racism is alive and well in France.

Considering extrinsic perception -- It seems likely that many simply expect hypocritical, self-serving behavior from France and French leadership. It's that simple.

But, on a positive note -- their myopic statesmanship seems to have reduced demand for, and the price of, French wine -- now the Frenchman can enjoy delusions of grandeur at a more reasonable rate. :^)
