I read the item several times over before responding to your post. It does not mention anything about the 90 page report. It just talks about the 1 page summary report which only the President saw and not the Senators. Besides, it is my understanding from talking with my Congressman and also being present with him in DC during one of the votes, there are many reports that they do not read (Fahrenheit 9/11). Instead they discuss then with their colleagues, they lobby with one another etc. etc. On many occasions they even depend on their aides. That is a normal practice and not something specific to Kerry as the Bushies will have you believe. If anything, the practices at the Congress needs to undergo changes.
