Can you blame anyone for getting confused about budget deficits and the national debt? We were told there was a budget surplus for a lot of those years Clintin was in office yet the national debt was 24% higher when he left office than when he entered. Now if someone could explain to me how it is possible to run a surplus yet end up owing more we'd all understand how it works.
