There is a way to prove a negative. First you assume the positive eg Saddam has WMD. Then you go to war - defeat him and capture all the key people involved. You go around the country looking for WMD. You torture all suspects to give up information concerning WMD.

If then you don't find anything, you admit your mistake (like Tony Blair) and you have proven a negative.
