McCain has turned it down already and opposes Bush on half the issues, Rice is a proven liar and failure plus possibly a lesbian (or asexual), Guliani has skeletons in his closet and is too liberal for the rightweing conservatives and Powell is reportedly fed up with the neocons and feels betrayed, set up and used.

Powell might accept because he's a good soldier, but his heart would not be in it.

If Bush had to he'd probably go for Bill Frist or someone like that.
