I know I've mentioned this before, but when I was a radio operator as kid, the FCC forced me to fix my radio interference problem that I was causing neighbors. I did so by going to radio row on Cortlandt Street in NY (where the WTC (RIP) was erected) and purchasing a handful of TVI (television interference) filters that I affixed to the backs of neighbors television sets. I doubt after reading your snippet that Powell will ask the same of the power companies when they affect Ham Operators' reception.

For certain, the BPL guys must be addressing this problem in some fashion, probably honing new wavelet techniques along with special filtering. But if you examine the nature and being of electric utility transmission wires draped between poles and over high-tension systems, you'll conclude that they do, in fact, make for suitable antennas, give or take a few wavelengths ;)
