Pro, I was ENTIRELY CORRECT. The roll call vote was on a cloture motion (motion to end debate), NOT a direct vote on the proposed amendment.
It never got a direct vote, because the motion to end debate failed (it needed 60 votes, per Senate rules, it got 48). For example, Senator Warner of Virginia was prepared to vote *against* the amendment, if it ever came up for a vote, but he voted *with* the Senate leadership ('yes') on the motion to end debate. Since that motion failed, he never got a chance to cast his vote against the proposed amendment.
