If you are a member of, say a church, and they do a fund raiser for a family in need, and you donate. In whose name are those funds given, yours or the church?

You made the donation. We attacked Serbia. People may receive funds as being from the church, but that doesn't change the fact that you made the donation. The operation was approved by and under the auspices of NATO, but we attacked Serbia as did the other participating NATO members. Similarly if I was a special forces sniper, and I was given orders to shoot some terrorist leader and I followed those orders and he died then I would have killed him, even though I had orders from the army.

In the Serbian case the US didn't have orders from NATO. Even if NATO could and did (and they can't and didn't) give such orders to the US the actions of America are American actions. The person who ordered them (in this case Clinton) is fully responsible for the order.

Joe claimed we attacked Serbia. We didn't

Clearly we did. American planes were dropping bombs on Serbia, other American forces attack Serbia. They did this on the order of the American president.
