Dear me. This is stupid. You claim the point of the comrpomise was to allocate White voting power. That was not the point. The point was to allow Southerners to maintain power while not paying revenue on their slave property. Northerners had all along demanded that Southerners pay these property taxes, since Southerners had power and were not sharing it. When the basis of revenue quotas shifted to headcount, Southerners were up in arms and even threatened not to accept the Constitution. That is why the 3/5ths compromise was enacted. To mitigate the threatened economic burden. It did end up increasing Southern control in congress for a time, due to the fact that tariffs and excise taxes remained the dominant means of government revenue. But ultimately, a population shift toward the North and West enabled these regions to exploit the law in the same way the South had exploited it. So clearly there was no purpose here to "Allocate" no "White voting power." You are just wrong. As usual Now just keep running and lying- which are the only things you're marginally good at.
