Actually, Presidents also need to work with Congress to get legislation they desire passed. Some examples from Bush's administration would be the No Child Left Behind legislation, the Patriot Act, the Congressional Resolutions authorizing the Iraq war, all of which Senator Kerry voted for. Kerry also voted for the first round of Bush's tax cuts. Question, if Kerry votes for most of Bush's legislative proposals, does that mean Bush is successful in working with Congress?
