There are tons of minorities in the Federal Government at all levels. Rice and Powell are just two high profile examples. Bush is the CEO of all Federal Workers in the Executive Branch. Powell gets in trouble because he tends to not always follow his boss' direction. Your argument has no merit.

From Office of Personnel Management, 2002:

The OPM report shows that on average the entire federal goverment OVER hired blacks at a rate of 57.1% more than their proportion in what OPM calls the Relevant Civilian Work Force.
At the EEOC, blacks represent 46.4% of the workforce vs. 6.4% in the Relevant Civilian Work Force. This is 625.0% higher than the agency's racial quota (affirmative action target) of 6.4% for blacks.
At the General Services Administration, blacks account for 28.3% of the agency workforce vs. 7.2% in the Relevant Civilian Work Force. This is 293.0% higher than the agency's racial quota (affirmative action target) of 7.2% for blacks.
Not surprisingly, OPM itself -- which prepared this report -- has a workforce comprised of 29.0% blacks vs. their level in the Relevant Civilian Work Force of 7.5%. This is 286.7% higher than the agency's racial quota (affirmative action target) of 7.5% for blacks
