Wayne, I think it is me for my inability to explain to you. Just appointing African Americans and touting that numbers is not enough. We have to ensure that people like Powell who are in positions of power are allowed to exercize their authority and display their leadership. What is the sense in putting Powell there and then telling him that let Cheney-Rumsfeld run the show?
