Or due to the incompetence of those in charge who pay more attention to what goes on Iraq than right here in USA. Did you watch 60 minutes on the conditions of costal patrol in NC and how the officers get chastised for reporting the short comings? There is only one (read it again one) patrolman for a hundreds of miles. Alternatively, it happens because an extreme upsurge in the number of those who hate America and want to take revenge over Iraq. Then based on laws of probability, one of them succeeds coming through the poorly manned coastline and do his evil. Either way I am sure you will find a way to blame Clinton or CIA or somebody other than Bush & Co. for it.
