All of OBL's assets would be tied up in one piece of equipment- if he could get hold of a real nuke. 2. To operate it would require a full set of manuals and brains which are not found in sufficient quantity in the usual fellow terrorist who spends his time contemplating the joys of meeting Allah. 3. Transporting the heavy object and the operators to the US would be filled with potential for detection or interception. Anyone traveling with it to keep it under observation would know that if caught he would be subject to tortures beyond levels what even Saddam could think of. 4. If OBL uses one he is likely to know that our response would send him straight to Allah, along with many of his fellow travelers and part of the surrounding countryside. .
