I'd need more background on state law there and the role of the Sec. of State under Fla. law.

With respect to specifics of your post,

What are "election details"?

Are they ministerial acts, dealing with staffing polling places, hours, etc?

What is "certification of the election results"? Again, is it a ministerial act or is discretion involved? What kind of review and accountability is there under the law?

Finally, I'd have to say, if there is no prohibition under state conflict of interest laws, then no problem.
