Well, how nice that you asked. I'd say more is needed than a little "urging". When you compare the commitment to Iraq, Africa is being ignored. So we're sending them a few hundred million. BFD The rest is all words. Powell says words aren't enough, but who can believe him when he says the Us would act?

First, billions are needed in Africa. You think the infrastructure in Iraq was bad? Try Africa- and yet we are rebuilding Iraq. So, let's build infrastructure (remember, I said we should be concentrating on some of the poor but stable nations, to make sure they don't go the way of the problem areas.)

Sanctions? I think they hurt the population, I agree with the French on that. What are needed are big incentives. If billions were on offer to stop the fighting, I think hostilities might cease pretty quickly. So that's a start.
