Correct, they did not show up for the cloture vote, as their votes were not needed to defeat the motion, and they were off campaigning. (They did say that if the cloture motion had succeeded, they would have returned to Washington to cast votes against the amendment. And, as I've already pointed out, several who voted FOR the proposal to end debate and move to floor consideration of the amendment proposal, had already indicated they would have in turn voted *against* the amendment... such as Senator Warner, etc.)
Headcounts reported up to 60 possible votes against the amendment --- but it never came to a vote.
