Medicare and Medicaid show that this argument has been settled.

If, in fact, this argument has been settled and we're no longer trying to roll back the government programs, then there's no good excuse for the government failing to offer a health insurance program for those who are now excluded--those who don't qualify for any of the government programs and who don't have employer coverage. Which would be Kerry's plan.
