Easiest way to improve quality is reward the best. With you people and your teacher unions, that isn't happening. Do you really believe raising the pay of a bad teacher will change them into a good teacher? Fire the bad teachers after giving them time to change and reward the good teachers. A concept missing from every failed socialist system.....
