I understand that Saddam had nothing to do with 9-11. I also understand that Saddam and Al Qaeda made some contacts, though not the ones that Cheney harped on. I also understand that there were no collaborative relations between Al Qaeda and Saddam.

But Bush's reason for going to war was that there may be WMD, and they may be transferred to Al Qaeda.

Ok then when you put it all together, Bush drew the link between Saddam and Al Qaeda, and the link between Al Qaeda and 9-11, and the link between WMD and another 9-11, and the link between Saddam and WMD.

So when the majority of people put it all together the polls say 7 out of 10 believe Saddam and 9-11 linked. And they think that is the reason that we went to war.

When you start drawing all those linkages most get confused. Especially when our response to 9-11 includes war in Iraq. People think...well yeah if we're going to war Saddam must have been involved. And one can see how the majority of people were led to that conclusion albeit a little clumsily so.
