Why? Hussein "The Overwhelming" is in jail. Iraqi police and security are chasing down the bad guys. Sauds are in open warfare with al Qaeda. There is a good chance that the momentum there may change for the better.

That is true, there is this ongoing paradox - our reaction inevitably will cause some radicalization of the Muslim world, which is what OBL wanted and expected. OTOH, the bombing of New York and Washington could not go unanswered. Al Qaeda had the initiative, and they made us an offer we could not refuse.

I disagree that our policy is a "disaster". I don't think OBL expected to get evicted from his property which was Afghanistan. He bit off more than he can swallow. Most likely, he miscalculated and screwed up, maybe even fatally.
