Therefore, Bush linked Saddam and 9/11? Yes he did, but in an indirect manner. Did he intend for 7 out of 10 to come away with that impression? Why did every speech include mention of Saddam and then Al Qaeda? Only Bush knows for sure. It certainly did not hurt his case with the American people for pre-emptive war.
