Both Kerry has stated over and over again that now that we are in Iraq, we will have to ensure that it is a success. That is where the agreement ends and the differences begin. As always the difference is over "How" not over "What". Kerry will work with the other nations of the world and impress on them to contribute their fair share for Iraqi rebuilding. He will do do so by opening up the bids for contracts as opposed to Bush's policy of restricting it to a chosen few.

Next, he will reduce the US military strength in Iraq and supplement them with intelligence agents. We do not need their oil. We want their terrorists. And the only way to get to them is to first find out where those cells in Iraq are.

Now outside of Iraq, in the arena of global terrorism, he will scrutinize every piece of intelligence to the detail that Bush hasn't done. And then after verifying it, he will send in US special forces with the acquiescence of the major world powers to bust those terrorist cells. That is what my understanding is thus far.
