Sorry, that does not follow. It was not a fraud if the best available intelligence, which all allied services agreed upon, suggested similar things. It was not a fraud if the Clinton Administration was getting similar intelligence, which it was. It was not a fraud if Saddam was in material violation of the relevant UN resolutions, which he was. It was not a fraud if Saddam failed to account for many stockpiles, which he did. And, of course, whether a case for war could have succeeded without stockpiles is purely speculative. If people knew that he was ready to go back to business once sanctions were lifted, then we may as well have gotten it over with.
