Fraud? That is a patently ridiculous and dishonest charge IMO. As Kay concluded SH hid technology and materiel he was forbidden to possess ....he was merely hibernating his WMD ambitions until our focus was turned elsewhere....SH posed an unacceptable risk in light of his failure to comply with UNSCR 1441 in the post 9/11 world....he is a threat no more....
