Can you imagine trying to have a vote! Maybe Congress should be decentralized from Washington to their districts. Closer to the people. Limit the salary and benefits and have 1 rep for every 30,000. With technology in our age we could easily have secure voting arrangements, debates could be virtual, votes all virtual, and the Congressman would be harder to reach by the lobbyists and easier to reach for the people with their main office in their own district. No Washington office. Nothing in the Constitution says that Congress has to meet in Washington. Congress could have a "virtual" forum at all times to vote. Committees can meet by video conferencing. It could work.
